As the reported news since 2019, although I'm not sure how (1)~(6) are related each in detail, ...
(1) ADB (Asian Development Bank; Japan mainly founded this bank) did a bypass-loan from AIIB (Asian Infrastructure Investment Bank; the Chinese bank) to Africa, then Japanese government added an investment of ODA (Official Development Assistance) to the bypass-loan.
(2) Japan's national debt to international economy in 2019 was 5400 trillion Yen (about 44~45 trillion dollars then). Japan's total national wealth is 10080 trillion Yen (82~83 trillion dollars then), 7400 trillion Yen (60~61 trillion dollars then) of which Japanese economy and industry was dominated by Bank of Japan then through the mega-banks of Japan. IMF Japan G20 was opened in Washington although the G20 host country in 2019 was Japan.
(3) 47 countries' envoys of Africa visited Shinzo Abe to ask to double the rice harvest in Africa for international mortal engage, Abe signed the agreement. ASEAN+3 (ASEAN + China + Korea + Japan) made a contract with Japan, with which any country could trade Japan's debt through any international free market, Taro Aso who was Vice Prime Minister then signed the agreement.
(4) In 2022, Shinzo Abe was assassinated by a son of Unification Church's believer.
(5) Japanese lawmakers were gathering a training hall of Unification Church in Africa. Any permitted association of religion is no responsible to pay tax in Japan. No tax officer visits to any permitted association of religion.
(6) Now lawmakers are reselling rice, almost no Japanese citizen knows where rice is sold to.
